How Temporary Residents Can Transition to Permanent Residency in Canada

Canada’s immigration system has shifted considerably in recent years. A growing share of permanent resident admissions now comes from people who are already living and working in Canada on temporary permits. For temporary residents who understand how the system works, the path to permanent residency is more accessible than it may appear.

Who Is Considered a Temporary Resident?

A temporary resident is a foreign national authorized to stay in Canada for a set period of time. The most common categories include work permit holders, post-graduation work permit holders, and international students on study permits. Temporary status always comes with an expiry date, and it must be maintained throughout the permanent residency application process.

Canada’s Shift Toward In-Canada Applicants

As of 2025, over 40% of Canada’s annual permanent resident admissions are projected to come from people already in Canada as temporary residents. This is a deliberate policy direction. IRCC has been increasing the proportion of in-Canada applicants it selects, particularly through the Express Entry system and provincial nomination programs. The 2026-2028 Immigration Levels Plan confirms this approach with a dedicated in-Canada focus line.

The Canadian Experience Class

The Canadian Experience Class is currently the most direct pathway for temporary residents applying through Express Entry. To be eligible, an applicant must have at least one year of full-time skilled work experience in Canada within the three years before applying. The work must fall under TEER categories 0, 1, 2, or 3 of the National Occupational Classification system.

Minimum language requirements also apply. Applicants in TEER 0 or 1 occupations must meet a Canadian Language Benchmark of 7. Those in TEER 2 or 3 occupations must meet a CLB of 5.

Once in the Express Entry pool, candidates are ranked using the Comprehensive Ranking System and invited to apply through regular draws. CEC applications are prioritized by IRCC and typically processed within five to six months after an invitation is received.

Category-Based Selection

Since June 2023, IRCC has been conducting category-based selection rounds within Express Entry. These targeted draws invite candidates who meet specific economic priorities and often have lower CRS thresholds than general draws.

Current categories include healthcare, STEM, skilled trades, French-language proficiency, transport, education, senior managers, researchers, skilled military recruits, and physicians with Canadian work experience. For temporary residents with experience in one of these sectors, or with strong French-language test results, category-based draws can open doors that may not be available through general rounds.

Provincial Nominee Programs

Provincial Nominee Programs offer an alternative for temporary residents whose CRS score may not be competitive in federal draws. Many PNP streams are aligned with Express Entry, meaning a provincial nomination adds 600 points to a candidate’s CRS score, which effectively guarantees an invitation to apply for permanent residence.

Each province sets its own eligibility criteria. For temporary residents who have built connections to a specific province through work or study, a provincial nomination can be a strong option.

The 2026 Federal Transition Initiative

In early 2026, the federal government launched a targeted initiative to accelerate the transition of up to 33,000 temporary foreign workers to permanent residency over 2026 and 2027. The program focuses on workers in in-demand sectors with established community ties and stable employment histories. Full eligibility criteria are still being released and will be updated as details become available.

Maintaining Valid Status

One of the most important things for temporary residents to understand is that status must be maintained throughout the PR application process. A permit must remain valid at the time of submission and, in most cases, when a final decision is made. If a permit is approaching expiry while a PR application is pending, it may be possible to apply for an extension or a bridging open work permit, depending on the circumstances.
